Foreign Minister Abba Eban told the Knesset this afternoon that Egypt would do well to consider the implications of Israel’s readiness to participate in talks toward a Suez Canal agreement under the aegis of the United States. A canal pact, he said, would not freeze defense lines but would open the way for further negotiations and the establishment of new boundaries. Israel does not consider the canal to be the final boundary between Israel and Egypt, Eban said, but he stressed that whoever wants to see Israel withdraw must also see to it that the lines do not remain frozen. Presenting his annual review of the Foreign Ministry’s work, Eban said Israel’s aim is to strengthen its security while fostering peace.
