Israel’s “dire need” for arms was restated today by Ambassador Abba Eban to Secretary of State John Foster Dulles during their first meeting since Mr. Eban’s return from Jerusalem. Mr. Eban also discussed with Mr. Dulles Israel’s application, made some time ago, for a $75,000,000 loan from the Export-Import Bank for water development projects.
In the course of the conference, the Israel Ambassador told the Secretary of State of increased Arab hostility against the Jewish State. He described the Jordanian border assaults and the intensified Arab blockade. He cited Egypt’s seizure of a Greek vessel which carried a cargo of cement for Israel and indicated that he had communicated with the president of the United Nations Security Council on the Suez blockade issue, Secretary Dulles gave his own views to Mr. Eban to be conveyed to the Israel Government.
Meanwhile, it was reported here today from Cairo that Egypt is to receive several submarines from abroad within the next few days. The Egyptian newspaper Al Shaap, which carried this report, did not specify how many submarines Egypt would get or from where. But presumably they are coming from the Soviet bloc as part of the arms for cotton deal Egypt and Czechoslovakia made last year.
