Efficiency Executive Urged by Americans is Likely to Get Majority

An American woman, Miss Henrietta Szold, leader of American Zionist women, will represent American Zionists on the Jerusalem Executive, it became evident this morning as the deadlock created at the Fifteenth Zionist Congress over the choice of the Executive seemed to be approaching an end.

With only one day left to finish its sessions before the Sabbath, the determination of the various groups weakened and the chance for the American proposal of a so-called efficiency executive of three increased.

At a meeting of the Committee on Committees which lasted until midnight Thursday, Dr. ##izmann made the proposal sponsored by the Americans that the Jerusalem Executive consist of three members, Col. Frederick H. Kisch, Miss Szold and Harry Sacher, English jurist now a resident of Jerusalem. Theodore von Friesland, Dutch financier, is to be treasurer of the Executive without voting power, being appointed to this post instead of elected. The proposal concerning the appointment of Von Friesland was in the nature of a concession to the leaders of the Orthodox Mizrachi group who objected to his election because of assertions that during his last term of office on the Jerusalem Executive several years ago he was guilty of publically violating the Sabbath.A tentative survey showed that this proposal will gain a majority in the Congress if the Mizrachi will refrain from voting.

Today, it was learned that the opposition of the Mizrachi to the appointment of von Frieslnd continues, holding up the formation of the Jerusalem Executive. If no majority is gained for the proposal today it was declared that the prolongation of the Congress until Sunday is likely.

Previously the representatives of the Palestine labor groups had proposed that the Palestine Executive consist of six, including Col. Kisch, Miss Szold, Dr. Leo Motzkin, two laborites, Kaplansky and Sprinzak, and one Mizrachi representative. Their proposal included also the creation of an economic control committee consisting of Henry Sacher, Dr. Arthur Ruppin and Bernard Feiwel. This committee would be charged with exercising control over the expenditures and would also be vested with the power of making budgetary allottments as well as having the right of veto of the expenditures of the Executive. In the case of a difference of opinion, the Actions Committee would act as arbiter.
