El Al planes in Israel were grounded today by a strike of air crews which started at midnight in a dispute about working procedures. Histadrut, the Israel Federation of Labor, declared the walkout a “wildcat strike.”

The immediate cause given by the strikers was the appointment of two captains to prepare flight manuals — a standard procedure during the winter season, when a number of captains are free to do such work. A committee representing the aircrews said it was not consulted about the assignment. It was pointed out that the captains had been working on the manuals for a whole month without anyone raising the question.
