Employers, rather than employment agencies, are the principal target of complainants who protest about job bias in New York State to the State Commission Against Discrimination, according to Chris A. Tobison, president of the Commercial Placement Council. The Council is an organization of employment agencies.
Mr. Tobison issued his statement today in response to charges that employment agencies practice job bias. The charges were made last week by the Anti-Defamation League of B’nai B’rith and were based on figures made public by the SCAD.
Mr. Tobison conceded that complaints of job bias increased in the first three months of this year by 66 percent as compared to the similar period of 1958. The complaints totalled 212 in the first quarter of 1959. However, he said, employment agencies were accused only in 22 of these cases, while the majority of complaints were against employers.
