European Consultative Council Gets Proposal for Collective Guarantee on Human Rights

A proposal that the twelve nations which are members of the European Consultative Assembly join in a collective guarantee of human rights was proposed to that body yesterday by Sir David Maxwell-Fyfe, British chief prosecutor at the Nuremberg trial, who is also head of an Assembly committee of human rights.

The resolution is expected to come up for a vote in two weeks. The committee, which will meet again this week to consider other aspects of the problem, said that it has not yet studied a proposal submitted by Winston Churchill and other representatives at the Assembly that an international court be set up to guarantee human rights in member countries.
