Examination into the annual report of the Palestine government on the administration of the mandated territory of Palestine for the year 1925-1926 was begun yesterday by the Permanent Mandates Commission of the League of Nations. The examination of the Palestine report will occupy several days.
Col. George S. Symes, Civil Secretary of the Palestine government, who is appearing before the Commission as the representative of Lord Plumer, at the request of the Commission gave explanations concerning the situation in Palestine. He touched on the character of the various communities in Palestine, their legal status, and the government ordinances which are being prepared for regulating the affairs of these communities.
He further described the character and activities of the World Zionist Organization, and the Vaad Leumi, the National Council of Palestine Jewry, and their relations to the Mandatory Power.
Concerning the Arabs, Col. Symes declared that their attitude has changed since they recognized that the mandate regime will not be changed and it appears that they have given up the policy of non-cooperation, he stated.
Concerning the system of land tenure, Col. Symes pointed out that before ceding state lands for Jewish immigrants, the mandatory power is making a land survey. This survey was imperative, he emphasized, because of the necessity of stopping disputes arising out of the existence of estate rights of a doubtful character.
