Measures calling for minimum wages, registration of trade unions, and improved working conditions have been drafted by the Palestine Government, and will be enacted as soon as they are approved in London, it was learned here today.
Under the legislation, a Registrar of Trade Unions is established with which unions and employers’ associations must register. Conditions of work in industrial enterprises are defined in a so-called factory ordinance. Minimum wages, apprenticeships and other employment conditions in commercial enterprises are covered in a Trade Board Ordinance. A procedure governing compensation for and reports on industrial accidents is also outlined.
The concepts embodied in the above measures are not alien to Palestine, since the Histadruth, the Palestine Federation of Labor, has advocated regulatory legislation for many years, but they mark a step forward in that enforcement will be in the hands of governmental authorities.
