Attorney General Jackson today laid down strict rules of procedure for the investigation and prosecution of fifth columnists suspected of violations of the laws concerning espionage and sabotage–in order to discourage “witch hunts” and protect civil rights, including the rights of aliens. He issued instructions that all information turned in by citizens to United States marshals and district attorneys should be forwarded to the Federal Bureau of Investigation.
