The Federal Communications Commission has concluded its hearings here into charges that G.A. Richards, owner of local radio station KMPC, ordered anti-Jewish bias inserted in radio news broadcasts. However, the hearings will be resumed in Detroit where Mr. Richards owns station WJR.

Station KMPC recently began broadcasting programs designed to promote tolerance and understanding among various racial and religious groups. The programs are sponsored by the National Conference of Christians and Jews.
