The Daily Telegraph reports from Rome that Achille Starace, secretary of the Fascist Party, has ordered the colonial, political and scientific sections of the Fascist unions to study racial problems. Roberto Farinacci, editor of Regime Fascista, writes in that paper that the racial problem must be put in the front line when considering the proposed settlement of many Italian families in libya and Abyssinia. Law-abiding Jews, he declares, will not be treated as enemies and may live freely in Italy but without participating in State affairs.
