A recommendation that all immigration to the United States be limited to aliens who are qualified for special work that is needed in this country is contained in the annual report of James J. Davis, retiring Secretary of Labor, for the fiscal year which ended June 30th. Mr. Davis would, however, exempt from this rule immigrants who are near relatives of those who reside in the U. S. A.
The Secretary of Labor urges a law providing for the deportation of alien radicals and habitual lawbreakers. Mr. Davis also recommends the enactment of a law providing for the revocation of citizenship of persons who commit felonies or acts of gross immorality within five years subsequent to their acquisition of citizenship.
