The first meeting of the preparatory commission of the International Refugee Organization will take place in Geneva on February 11, it was announced here today.
Acting secretary General David Owen last night sent invitations to the governments who have signed both the I.R.O. constitution and the agreement on interim arrangements, and have thereby become members of the preparatory commission. They are the United States, Canada, France, Guatemala, the Dominican Republic, the Philippine Republic, Honduras and Liberia.
