For the third successive time Oakland has raised its quota of $30,000 for the United Jewish Welfare Fund. A record for efficiency has been established cutting down the cost of raising the quota to three per cent.
“Oakland was the first city in the United States to organize a community fund for the support of national Jewish agencies, three years ago” said Harry J. Sapper, secretary of the United Jewish Welfare Fund in Oakland. “The Community Chest takes care of local cases exclusively. In addition there are 59 causes of more than local importance which have a claim on the help of our people. The raising of funds for all of these agencies entailed a duplication of effort which ran up the expense for the numerous campaigns as high as forty per cent of the entire proceeds. In the three years’ trial of the new method, more than $30,000 has been raised each year with a reduction of expense, first to four per cent. then to three, and this year to less than three per cent.”
