Foreign banks operating in New York that want to merge will have to prove they are committed to coming to terms with their behavior during the Holocaust era, New York’s governor said last week. George Pataki’s comments came after the World Jewish Congress said it would oppose a bid by the French Banque Nationale de Paris to acquire two rivals.
