Former Israeli Prime Minister Ehud Barak blamed Palestinian Authority President Yasser Arafat for starting the current conflict, saying the Palestinian leader lacks the will to make peace with Israel. In his first major address since his election defeat earlier this year, Barak told an audience at Tel Aviv University, “There is no Palestinian leadership willing to go to an agreement that will assure even the most basic interests of Israel.”
