A 1965-66 budget for the Government, exceeding 4, 000, 000, 000 pounds ($1, 333, 333, 333) was presented at today’s regular meeting of the Cabinet here by Pinhas Sapir, Minister of Finance. The new budget includes increases in funds earmarked for security and for education. The Cabinet started debate on the budget today, and will continue that discussion at a special session Tuesday.

At the meeting today, Prime Minister Levi Eshkol announced officially the resignation of Minister of Agriculture Moshe Dayan. Mr. Dayan, Israel’s former chief of staff, and a leader of the “Young Turks.” faction in the Mapai Party, resigned from his post last week after disagreeing with Mr. Eshkol on the proposed realignment of Mapai and the left-wing Ahdut Avodah. Mr. Eshkol announced at the same time the designation of Dr. Chaim Givati, until now director-general of the Agriculture Ministry, to succeed Mr. Dayan in the Cabinet.

The Cabinet adjourned early so that its members could join other members of the Knesset, Israel’s Parliament, on a visit to the home of President Zalman Chazar, to congratulate the President on his 75th birthday. The group was joined on the visit by heads of Israel’s municipalities, other public institutions, and a number of other prominent Israelis, including former Prime Minister David Ben-Gurion. President Shazar today received telegrams greeting him on his birthday from many foreign heads of state.
