France and Israel are close to an agreement on the permanent loan of 14 major artworks whose owners apparently died in the Holocaust. The French were unable to track down the heirs of the original Jewish owners of the works, said a senior Israeli official who helped negotiate the deal, so the works will be displayed in Israeli museums.
