France called for an international peacekeeping force in Gaza if Israel implements a plan to dismantle settlements. Foreign Minister Dominique de Villepin said Tuesday that he also would propose an international conference under the auspices of the “Quartet” — the four-member group comprised of the United Nations, the United States, the European Union and Russia, which sponsored the “road map” peace plan.
