George H. Heyman, Jr., a Wall Street stock broker, has been elected president of the Federation of Jewish Philanthropies of New York, the organization’s board of trustees has announced. He succeeds Samuel J. Silberman, who served three years. The Federation supports 130 medical, welfare, recreational and vocational agencies that serve annually some 1.5 million New Yorkers of all religions and races. Total expenditures of the agencies for all services amount to almost $250 million a year.
