George Tenet, the CIA director who authored a cease-fire plan for Israelis and Palestinians in 2001, has resigned. Tenet was heavily involved in security cooperation between Israel and the Palestinian Authority before the Sept. 11, 2001, attacks in the United States shifted the director of central intelligence’s focus.
