The question of the rights of the German minority in Poland was taken up at the last meeting of the Council of the League of Nations here. A memorandum was submitted to the Council stating that the German minority in Poland does not receive the full rights to which it is entitled under the minorities treaty, particularly in regard to property, nationality and school rights.
The Council recommended that all nationality problems be handled together; that the matter be treated by direct negotiations between the two governments; that the latter have until June 1st to reach an agreement, and that if an agreement is not reached, the President of the Arbitral Tribunal of Upper Silesia be given full powers of arbitration in the matter.
