James W. Gerard in a speech given before the New York branch of the Kiwanis International at its weekly luncheon yesterday in the Hotel McAlpin, denounced the persecution of the Jews in Germany as well as the financial and political policies of the Hitler government.
Mr. Gerard, former Ambassador to Germany, traced the rise of Germany from a union of twenty-two feudal states and three free cities to its present condition under the Nazi regime.
The beginning of the present attitude toward the Jews began, Mr. Gerard said, during the rise of the republic when there was resentment against the Jews for holding office for the first time. Mr. Gerard accused Hitler of inciting the masses to riot by promising them the jobs held by Jews.
