An appeal to the German authorities and delegation at the reparations talks with Israel at The Hague to deal broad-mindedly and with an absence of bureaucracy with the issues involved was made here today by Dr. Otto Kuester, original deputy chairman of the German delegation, who resigned in protest against the Government position last Spring.

Dr. Kuester severely condemned Dr. Franz Schaeffer, German Minister of Finance, who, he said, had no clear understanding of “objective law.” He said that reparations payment to Israel could create the possibility of a new German “legal spirit.”
