Abolition of the shekel system in the World Zionist Organization but retention of political parties within the movement was advocated by Dr. Nahum Goldmann, president of the world organization, when he appeared before the committee drafting a new constitution for the movement, it was disclosed today.
He declared that the political parties help to establish ties between their members abroad and those in Israel, but he said the present situation, in which the parties are the only dominant factor in Zionist life, is unacceptable. He urged establishment of territorial organizations which would include non-political organizations and individuals not affiliated with any party as members. He proposed that delegates to the Zionist Congress should be named by conventions of territorial organizations rather than by the shekel system.
