“The resolution adopted Thursday by the United Nations Security Council threatening Israel with sanctions under Chapter VII of the Charter if she should fail to withdraw her troops in the Negev to the positions occupied before October 14, is not only unjust but gravely jeopardizes the brighter prospects, which have recently been manifest, of an early and satisfactory settlement of the Palestine issue,” former Governor Herbert H. Lehman declared in a statement issued today.
“It is to be feared that the resolution while on the face of it merely endeavoring to help enforce the Security Council’s truce order will in fact weaken the moral authority of the Council and make impossible the achievement of peace by the most obvious and desirable method, namely through direct negotiations between the parties concerned,” the statement emphasized.
