Arab pressure on Germany to cancel the reparations pact with Israel was severely criticized here today by Prof. Franz Boehm, head of the German delegation which conducted the negotiations with Israel at The Hague.
Germany, he said, was bound to Israel not only by the signature of her Chancellor but also by the demands of human morality and “higher justice.” Germany could not, therefore, eliminate the tension between herself and the Arabs by “not ratifying the treaty with Israel, or by ratifying it and not fulfilling it, “he stated.
Both Israel and the German Federal Government, Professor Boehm declared, were prepared to institute effective measures of control to insure the “peaceful application of the goods delivered.” It is the considered policy of both parties that the agreement should be a treaty of peace and not war, he added.
