West German President Gustav Heinemann called on all governments to “put an end to terrorism,” In a speech yesterday to ambassadors accredited in Bonn, he said, “as in many countries, terrorism has taken the lives of innocent people in West Germany. All governments are faced with the task, not only of countering such violent acts, but of getting to their roots and removing them.” Heinemann has consistently urged an end to terrorism since the Munich massacre.
