Development of a healthy movement to Biro-Bidjan, autonomous Jewish territory in Soviet Siberia, from the smaller towns in Eastern Russia was described today by Adolph Held, president of the Amalgamated Bank of New York, at a reception in his honor by the World ORT Federation.
Declaring the movement was replacing the artificial colonization of the past, Mr. Held, who has been on a tour of Russia and Biro-Bidjan, voiced conclusions favorable to Biro-Bidjan but warned against creation of illusions that could not be realized.
