The United States Commissioner of Education has been ordered to ascertain whether federal funds were utilized by Prof. Arthur Butz of Northwestern University while doing research for his book exculpating Nazi guilt for the murder of six million Jews, Bernard Backer, president of The Workmen’s Circle, was advised by Albert T. Hamlin, acting director of the Office for Civil Rights of the Department of Health, Education and Welfare (HEW).
In a communication replying to a Jan. 29 request by The Workmen’s Circle that HEW Secretary Joseph Califano investigate whether Butz had utilized federal funds, Hamlin informed Backer that he had requested Dr. Ernest Boyer. Commissioner of Education, to probe whether any violations of the civil rights law have been violated. “It is possible that federal funds may have been utilized in the research to which you refer.” Hamlin wrote Backer.
