A memorandum containing a number of specific proposals and recommendations pertaining to refugee rescue work in neutral countries has been submitted by the Hias to John W. Penle, acting executive director of the War Refugee Board, it was announced here today.
The memorandum also deals with the question of contacting the underground in occupied lands; removing rescued refugees to temporary havens; coping with the shipping problem; and rescuing children and aged persons.
