High-level Israeli sources denied reports that Prime Minister Benjamin Netanyahu convened the Cabinet only after President Clinton informed him in a phone conversation that Israel’s failure to ratify the accord could make it difficult for the United States to gain Arab support in the event of an American attack on Iraq. U.S. officials have been pressing Israel to keep to the timetable of the Wye accord.
