Preliminary steps were taken today by Histadrut, the Israeli Federation of Labor, for admission of Arabs to full membership. Until now, Arabs have been eligible for health insurance and other privileges inside individual unions which are constituents of the Federation. Now there has been a top-level decision to submit the matter of full rights for Arabs to the entire membership for ratification
As a first step toward implementing the new policy, Histadrut today named a new director of its Arab section. The new Arab affairs head is an immigrant from Iraq. He is only 29, and a graduate of both Hebrew University and Oxford.
