A total of more than $1,000,000 toward the 1964 goal of the Israel Histadrut campaign was presented by the 1,500 delegates and guests attending a conference here today, marking the 40th anniversary of the founding of the campaign.

In an address to the conference, Dr. Joseph Burstein, chairman of the board of education of the City of Tel Aviv, stressed the need for secondary education in Israel which, he said, constitutes a “bottleneck” in the educational process. He noted that “many capable youngsters with Middle Eastern and North African backgrounds are deprived of an opportunity to go beyond the elementary school level because of financial limitations and the high rate of illiteracy among their parents, which is not conducive to further effort on behalf of the education of their young.”

Orville Freeman, U.S. Secretary of Agriculture, sent a message to the conference, praising American-Israeli relations which, he said, had mutual advantages for both countries. Referring to America’s Food-For-Peace Program, in which Israel participates, Mr. Freeman stated:

“Investments financed through Israel-counterpart funds helped increase Israel’s productive capacity and created additional employment on an average of 7,800 persons per year. In turn, American farmers have a better market for their products, being paid in American dollars which were spent for American products.”
