Holocaust survivors may be owed more in property claims than on unpaid life insurance policies, the head of an international commission seeking to resolve wartime claims against European insurers said Monday. But former U.S. Secretary of State Lawrence Eagleburger, who chairs the International Commission on Holocaust Era Claims, cautioned that “this is nothing more than a guess” based on preliminary findings.
