Howland to Succeed Morgenthau in Greek Refugee Work

Charles P. Howland, a New York lawyer, was appointed by the League of Nations Council as chairman of the Greek Refugee Settlement Commission to succeed Henry Morgenthau. It was simultaneously announced that the Greek refugee loan of $50,000,000 will probably be launched tomorrow at London, New York and other points. League officials said they thought American banks might take up $15,000,000 of this loan.

An official statement says the total securities for the loan represent five times the amount necessary for service on the issue, and that the land provided by the Greek Government affords an additional security.

Mr. Howland in 1917-18 represented the American Red Cross and State Department in England and France, arranging for food and other supplies to American prisoners of war and similar services for the Serbian prisoners of war in Austria. About 1,000,000 refugees are under the care of the settlement commission.
