The problem of the National Minorities in the various countries, the protection of which was entrusted to the League of Nations by the various peace treaties, isa matter of internal policy of each country and cannot be dealt with by the Council of The League of Nations.

This opinion was expressed to-day by Count Apponyi, the representative of Hungary, at the 5th Assembly of The League of Nations here.

The Council of The League of Nations, the Count declared, ought to accept the following procedure with regard to this problem.

Whenever a complaint of the National Minorities is submitted, the Council shall notify the Government of the respective country with a view to submitting the complaint to the International Court of Justice, thus avoiding any outside interference in the domestic concerns of each country.
