Icao Assembly Urged to Deal with Plot to Down El Al Airliner

David Ephrati, Consul General of Israel and Israel’s representative to the International Civil Aviation Organization Council here, sent a telegram to the ICAO general assembly meeting in Rome requesting that the Council discuss at its meeting next month in Montreal the Arab terrorist attempt to use missiles to shoot down an El Al airliner. Five terrorists were arrested by Italian authorities on Sept. 5 after being tipped off by Israeli intelligence that an attempt was being planned against El Al airliners. The five were found in possession of Soviet-made ground-to-air missiles. Israel had requested that the ICAO general assembly discuss this incident, but the assembly, which ended its deliberations Friday, failed to do so.

In his message to Walter Binaghi, ICAO president, Ephrati said he wants to present the Council with a detailed account of the case, the link between the Soviet Union and Syria and Egypt, the countries which supplied the weapons to the terrorists. Ephrati said he intends to stress the danger to the world community inherent in the passage of missiles from one country to another. The ICAO Council several weeks ago condemned Israel for intercepting a Lebanese airliner on Aug. 10.
