A decree signed by President Batista and made public here today legalize the status of refugees who entered Cuba as tourists or with transit visas and are not able to leave the country because of the war.
Refugees from Germany who were admitted to Cuba on temporary or transit visas, will under the new decree enjoy the same rights as all other foreigners residing in the country. Hitherto they were under obligation to apply for extension visas each month in order to be permitted to remain in the country. Hence forth they will only have to register with the local police giving their place residence. A census of all refugees will soon be taken.
