Ingalls Shipbuilding agreed to pay $2.25 million to settle Justice Department charges that it improperly billed the U.S. Navy for costs which should have been billed to the Israeli government. Israel was not accused of any wrongdoing and was unaware of the billing discrepancies, officials said. A former employee brought the lawsuit under a federal law that allows private citizens to sue on behalf of the government and collect a portion of a settlement.
