A new proposal with regard to how the League is to protect the interests of the national minorities in European countries was formulated at the International Congress of the Union of League of Nations Societies which opened here last Tuesday. The congress will be in session until October 4th.
At yesterday’s meeting of the Congress Herr Kunz reported on the proposal concerning the protection of the national minorities by the League. He suggested that a special council of three delegates with headquarters in Geneva be appointed by the president of the League of Nations to deal with this matter. The council would have to make the decisions concerning the protection of the minorities whenever a question arises. The draft of the proposal which was submitted to the congress also suggests that the right of the national minorities to submit petitions should not be as limited as it is now, on condition, however, that no petition of the national minorities submitted to the League can demand a change in the frontiers of the state in which the minority is resident.
