The 15th Congress of the International Fiscal Association opened today at the Wise auditorium of the Hebrew University with more than 500 delegates from 40 lands. Dr. E. W. Kalinowsky, of Israel, was chosen president of the parley which will last four days. The opening session was addressed by Levi Eshkol, Israel’s Finance Minister.
The congress will devote itself primarily to the discussion of two main topics. The first is the tax relationship between developed, capital-exporting countries and developing, capital-importing countries. This relationship raises the complex problem of how to eliminate double taxation of the foreign investor–that is, the taxation of the same income in the country where it is earned and in the country where the owner resides. The second topic is the taxation of inter-connected companies.
