A bill to establish a Fair Educational Practices Act, which would prevent colleges and universities in Connecticut from discriminating in admissions on racial or religious grounds was introduced in the State Senate yesterday by Sen. Lockard of New London with the backing of the Democratic majority there.
Similar measures, introduced in the State Legislature in recent years, have failed of passage after spokesmen for the State institutions denied that discrimination existed.
