THE PLAN, THE EGYPTIAN DIPLOMAT ASSERTED, NEITHER SOLVES THE PEACE PROBLEM IN PALESTINE NOR THE WORLD JEWISH QUESTION. HE CHARGED IT WOULD SIMPLY CREATE TWO HOSTILE STATES IN THE HOLY LAND.
