The Israel Government moved today to encourage development of trade in the occupied areas by establishing facilities for free exchange of commodities among them. Under the new arrangement, producers in the Gaza Strip may ship their products to markets in the West Bank area and vice versa. The shipments will be permitted to cross Israel proper. Since prices are higher in Israel than in the occupied areas, the goods cannot be sold in Israel but must be reserved for the occupied areas.
