The United Nations General Assembly was called on today to give help in the way of directives to the Social and Economic Commission which is working on the International Covenant of Human Rights.
Emile Najar, Israeli representative, speaking in the Third (Social) Committee of the General Assembly, which is discussing a draft of the covenant, said the objective of the covenant was to lead to legislative action in the individual states. Implementation of certain points in the covenant, he said, was possible only by means of “a major economic effort.”
He deplored the fact that under the present draft, only states could bring charges before the proposed Human Rights Commission of violation of the covenant by other states. He urged recognition of the right of petition by selected non-governmental organizations.
