Israel and the Palestinians agreed on steps to end the violence in the territories in a late-night meeting in the Gaza Strip between Israeli Cabinet member Shimon Peres and Palestinian Authority President Yasser Arafat. Israel later pulled back tanks and heavy armored vehicles stationed around Palestinian-ruled cities, and the Palestinians restrained rock-throwers.
