Israel and the Palestinians have reached “an understanding” on a cease-fire, but it isn’t yet a written agreement, Israeli Foreign Minister Shimon Peres said after meeting with U.N. Secretary-General Kofi Annan in New York. In a speech later to the American Israel Public Affairs Committee, Peres said diplomatic negotiations with the Palestinian Authority could not resume without a cease-fire.
