Israel and the United States are resuming their strategic dialogue after a long hiatus. The first new round of bilateral talks will begin next month, based on an agreement between Israeli Foreign Minister Silvan Shalom and the U.S. assistant secretary of state for Near Eastern affairs, David Welch, officials in Jerusalem said Tuesday.
