Israel and Turkey upgraded an agreement on police cooperation to reflect the new terrorism threat. Tzachi Hanegbi, Israel’s internal security minister, signed the updated protocol in Ankara on Dec. 25 with his Turkish counterpart, Abdulkadir Kasu.
